Foreign officialdoms often have their own ways of using language that can seem outlandish to those who don't live there. "Asphyxiation" could be their term of choice for any death involving an act that prevented oxygenation of the blood, whether that be hanging, a plastic bag over the head, or the car's engine running in the garage.
