While that's great for consumers, it seems a bit weird that one can't levy a fine for not paying, over and beyond the parking fees that were lost by your car being there.

Just a thought but... This is a private company and therefore cannot issue legally enforceable fines. I should think that they can however refuse to allow you to use their services in the future. What if their next letter informs you that you are no longer welcome to park on any of their sites and to do so would be trespassing.
Can they do this legally?Comment
