As a result, I can capitalise from organisations that are simply searching for contractors.

The steps I would follow would be:

(Agency) Can you get me a contractor for 2 months at X place and to pay X amount of pounds.

(Me) Yes I can. Here are the contractors details, including security cleared.

The agency will pay my company and subsequently, I will pay the contractor.

Does that sound right? Even though Im to research the insurances, legal issues and financial issues.
            Think its works more like this;

Agency always says 'do you know someone, etc...'

Agency will pay you £150 - £450 if they are placed.

            Agency never pays

If only known this work once, my buddy got £450 for referring me and even that took months of begging to get.

Agency won't pay you a percentage and don't you have to be registered as an agency?

            It's a non-starter, mate.

There is no 'best' way - there are right ways and wrong ways depending on the circumstances. Are you just going to employ the other contractors direct, are you intending to set up as an agency, will you sub-contract the work that you are offered?? There is an awful lot to think about and all sorts of rules and regs that you could potentially fall foul of

I am hoping to sub contract the work to contractors, but they will be trading under the ltd company banner.

What are the requisites for this to go ahead?

I.e. Wages, contract, security clearance etc.

Im looking into the processess already and how things should flow from one week to the next.

You are way way way out of your depth, don't even think about it, it will cost you £xxxxxx is you get one thing even slightly wrong.

                  Wrt to SC, groan.....

Have to agree with Stek here - you have no idea what you are taking on - the legislation surrounding this industry is a minefield. You would need to appoint a lawyer to draw up the contracts, you would have to register for PAYE (with all that it entails), depending on the way you work you could fall within the Conduct regs, you would need to think about AWR etc etc. This really isn't something you can do just like that
