There is no 'best' way - there are right ways and wrong ways depending on the circumstances. Are you just going to employ the other contractors direct, are you intending to set up as an agency, will you sub-contract the work that you are offered?? There is an awful lot to think about and all sorts of rules and regs that you could potentially fall foul of
You are way way way out of your depth, don't even think about it, it will cost you £xxxxxx is you get one thing even slightly wrong.

Have to agree with Stek here - you have no idea what you are taking on - the legislation surrounding this industry is a minefield. You would need to appoint a lawyer to draw up the contracts, you would have to register for PAYE (with all that it entails), depending on the way you work you could fall within the Conduct regs, you would need to think about AWR etc etc. This really isn't something you can do just like that
