Im trying to think how it would appear to the user?
One idea for rating agents might be to allow the user to define their own filter list and to allow the 'system' to use the individual filters to create a universal filter rating.
Sounds like a fun project - ill be happy to make a beta website if any interest
Will the site just allow these two parent companies as filter options; or will there be a generic option to exclude any specified parent company?
For instance, supposing I wanted to exclude the RDL group set of companies that look after SEC recruitment amongst others. Would I be able to do this?
I'm thinking filter check boxes to toggle the filters. (Should show the impact of removing S3 for instance.)
Checkbox for 'S3' - Hard wired so you don't have to know who they are.
Checkbox for 'Custom Filter' - you click the agencies you want to filter
Checkbox for 'Holding CV' - You dont have to see them in the list if they already have your CV I guess?
Checkbox for '??' - Watch this space.

The application USP is 'contractor oriented' job search. Your suggestions are directly in line with my ideas. Im thinking of stuff to solve my issues with 'who is holding my CV?' 'What role did I respond to?' 'Status of the application?' (Job ON HOLD)(Position FILLED)(AWAIT INFO/SPEC) etc there are some interesting possibilities.
Perhaps the site can provide guidance like requesting the Spec in return for sending a CV. The Agency can be rated on how responsive they are according to their performance.
Would it be a worthwhile project? Im up for it if there is significant interest and could have a BETA online by this time next week only if peeps make enough noise.
From personal experience, avoid Hoaxly associates like the plague. When you first start, you don't have a clue how thinks work agency wise. They know this and often take advantage by bouncing down your rate etc. They are also your best mate on the phone so you start to think they care - wrong.
Here is how I operate - locate job that is very good match to my skills/experience, send off tailored CV by email, forget all about it until someone gets in touch. I know some people say follow up with phone call - I don't do this and would only do it for job that was exact match, down the road, rate great etc.
It does matter if you reply soon after the advert is posted, 1 week later they have hundreds of replies/have already selected candidates and sent them in. An agent explained it thus:
Job advertised, replies start coming in, top list of candidates assembled (you can get in the list at this stage if better/more available/same industry experience etc),reserve list assembled in case of drop-outs/client asks for more, dross deleted. After this initial list preparation there is little interest in the replies coming in.
If you start to pin hopes on every reply you send in, you will go mad waiting for the phone to ring, if you are in the frame, they will call and quickly, if not, chalk it down and forget about it.
As for agency follow up, I want my cash soon as (with as little cut as possible), I don't want to make small talk over drinks or lunch with someone I don't know.
As for getting another job, chances of a suitable vacancy being on the right desk at the right time are tiny, forget current agency and see application process above, repeat until retirement.
