Blatant advert for role due for an Indian National

Just got the below advert in my email. THis is blatantly a role that has been lined up for an Indian National from TechMahindra, but they are having to advertise it at an extremely low rate in the Uk beforehand. Is this legal? I can only assume it is because it is above minimum wage.

The PCG were asking for items like this as evidence. Send it to them.
How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

                  its an open secret !

All the IT " consultancies" are doing it -its an open secret that they have no intention of employing EU Nationals for these jobs-they dont even bother interviewing anyone -its just done to get the ICT Visa.

But the "consultancies " and off shore companies have the ear of New Labour
                  and the Tories too.

Not only contractors are affected.in the past junior permies would have done these roles as a step up the ladder.

This applies equally to junior dev roles. I had to sit through an hour lecture at college by someone responsible for offshoring at cap gemini insisting they were only offshoring "low responsibility" roles like coding. I'm not looking forward to working with systems designed by people with no development experience behind them.
