    Permanent via Agency

What are the typical rates that an Agency receives when going Permanent through an Agency. Is this a one-off fee, a yearly fee or something else?

It varies, but somewhere around the equivalent of 4 weeks worth of gross annual salary used to be the norm.
    Blog? What blog...?

I seem to remember it being more like 20-25% of annual gross salary.
Will work inside IR35. Or for food.

That's around the cut that one agent took off my employer's way back in the mists of time when I was a permie.

Is that typically every year, or a one-off?

If going straight perm, then its a percentage of gross salary. 12-30%
If you have been working on a contract basis for less than 8 weeks then according to the employment agencies act then there shouldn't be a fee.

Not wishing to be rude this early in the morning, but why would you be bothered?

You've got your test the wrong way round.

It's "if more than 8 weeks from the end of the placement or 14 weeks from the start".

So, if you been working for the client for more that 14 weeks you can transfer free, Or if you been 'resting' for more than 8 weeks you can go back for free.

Assuming that you didn't opt out of course.

Usually a one-off fee, dependant on you staying there for a period, 6 months or a year.
