Btw, Switzerland reduced drug crime massively by providing free clean heroin to registered addicts, and a safe place to shoot up (offering drug counselling, rehab etc., but not making in compulsory). The economic cost of this is more than compensated by the drop in petty crimes. An unexpected side-effect is that since addicts live longer, younger people see the long-term effects of heroin, and the number of addicts has also fallen significantly - of course there may be additional factors causing this.
Therefore, I'd take point b) out. I wouldn't add a point, because a large proportion of the general public would wail and moan about giving free drugs to addicts - even though overall it benefits everyone.
Totally right I support shooting galleries and counselling. Conversely I would make jails drug free and being clean inside & out part of your parole conditions.Comment
