The clerks advise they don't instruct, it's up to parliament to keep the speaker to account. A parliamentary majority can easily overturn the motion that Bercow allowed or vote him out on a no confidence motion.

if Bercow isn't legally challenged then it obviously wasn't expert advice.

If anyone thinks Bercow overstepped the mark they should challenge them in the courts in the same way that May and Davis were by Gina Miller.

If they're right they'll win their case.

Gosh, I'm unfamiliar with the mechanism through which the UK courts might rule on the internal procedures of the House of Commons in light of its "exclusive cognisance".
