46.5M eligible voters. 17.5M voted to leave. 29M either voted to stay or didn't vote. People ineligible to vote really cannot be included in any argument. The assumption for those that vote, is that the proportions would have been the same for those who did, so it really doesn't tell you anything.

However, a win of less than 1.5M out of 46.5M isn't compelling and Farage agreed that, as he said if it as 52-48 in favour of staying, he would continue to campaign to leave.

I presumed Farage's comment was for more political reasons. It basically forced Cameron to state:

"once in a generation, once in a lifetime" and "referendums not Neverendums"
