I am in a similar boat, now I dont know the exact ins and outs but I have a family member who has been at HMRC for a very long time, now bear in mind this is not his area but when I last spoke to him about this he said he thought they only had collection agreements in place with a couple of countries one of which was NZ (hope your not there) and the other was a bit more obscure and I cant remember where.
If that is correct then I think they would need to try and collect via some other means, private debt collector? and in some countries the legislation is such that debt only lasts so long and you get abit more protection so you can make a payment deal i.e. 10 quid/week.
I keep meaning to try and find a specialist who can advise better but until DD arrives I just keep sitting on this. If you find anything out then please drop me a PM and I will do likewise.

You really must bare in mind that the courts have already commented that we have had significant notice that this payment is due.
6 years since the change was announced in the Budget.
6+ years since HMRC questioned the tax returns.
If you have not made preparations to make the payment in that time I very much doubt they will show much sympathy.
I understand when payment notices arrive we have 30 days or face penalties (5% I think).Comment

Finance Bill and Accelerated Payments
I've just had a look at the Queen's Speech as reported on the BBC website. Although it states that 11new Bills will be debated in the final session of Parliament - there is no mention of the Finance Bill or any new Anti-avoidance/DOTAS/Accelerated payment Proposals amongst them. What, if anything, is the significance of this?Comment

I did try, but even my solicitor said its not my wifes debt and unless there is an actual demand it cannot be considered in terms of the alimony split.Comment
