    I keep seeing this phrase that worries me greatly:

    "relentlessly pursuing those who bend or break the rules.”

    I understand "break the rules", by all means chase that, but "bend" is
    a whole different kettle of fish. This looks like a licence to harrass
    and bully, which obviously we are at the brunt of right now.

    And coupled with their new powers to enter and seize reminds me
    more of the Sheriff of Nottingham than a branch of the Civil Service

    I feel a letter coming on....

              Ok, it's OT but I though I'd post this up as it involves retrospection - albeit in this case HMRC deciding to change their guidance.

              IN particular:-

              IR20 does create anomalies: many will agree that it is odd that someone who spends in aggregate many days physically present in the UK should be non-resident simply because his presence includes a large number of short trips. And perhaps there is an argument that IR20 should be revised. But, note – "revised": not "ignored when it seems like a good idea". Look, HMRC – you wrote the rules– you encouraged us to play by them – it's frankly unacceptable for you to change them halfway through the game or – as in the case of Mr Gaines-Cooper, to decide towards the end of extra time that the rules have been changed with effect from the start of the game.
              I just thought it might be of interest to some.

                      Looks like this scheme has won it's second round with HMRC.

                      It was an EBT based in the IOM.
