I wouldn't assume that absence there means it hasn't been leaked. It may be released in batches (although presence is clear enough).

As noted above, they've quite probably failed in their statutory duties too.

The author said on linkedIn that the report tones down the scale of the issue and the stupidity within their "security"

Interestingly, they haven't notified former customers of any breaches.

This means one of two things, that nothing was breached for customers they don't have any more... or data was breached, and they're failing in their statutory duties.

Which do you think it is?

It was - it seems that the people slurped everything so unless all your details were removed in the past (unlikely because accountants need to keep stuff long term) I would assume the worst.

Unlikely haveibeenpwnd looks at password dumps and I don't think that is a significant part of what has been lost here.
