Yeah, that's very interesting, and it's exactly what I was looking out for on December 9. I thought it was odd that they didn't provide this clarification in the Blue Book, because there clearly has to be a test for umbrellas, and they were clearly linking the Intermediaries test to non-umbrellas (i.e. PSCs). With a bit of luck, they'll come up with a proper contractual test. It should simply refer to the rights of a permanent employee and a ticklist against those.
