Okay. Let me answer this for you.

    The question is this:

Which current (modern) laptop can run (has all the drivers certified) for Windows XP?

    Answer:

    None

No manufacturer is going to run a modern (available new) laptop with XP. XP is long dead and no one is going to pay out for drivers for XP on their modern hardware.

Least risk option is a refurbished laptop that comes with XP.

Sorry if that's not the answer you are looking for, but it's the reality.

It's like me asking which Ford dealer is going to sell me a brand new Escort 1.6i Ghia.

Your best bet is a company like this:

Cheap Refurbished Dell Latitude D631 Laptop | The Laptop Centre

That will sell you a refurb model with a guarantee.

+1 for the D631 (or the D630, which I have).

It's a business model. Solid construction, docking station, extended battery, media bay, etc. Driver support from the Dell website and it'll install the OS from Dell media without any bother of licence keys.

Get an ex-corporate refurb with 90 warranty.

Minimum spec. I'd bother with is 2GHz. Fastest CPU that will fit is the T9500.

I think the D800/820 is worth considering too, I got one of those for testing 3D rendering on really shoddy Intel graphics chips.

Rubbish - I've just bought a new Samsung NP300 from Dabs for the gf. Comes with Windows 7 installed but all the XP drivers (for that model) are available from the Samsung support site.
