I need to develop (or, more to the point, have developed) an application for the iPaq (or similar) - if I were doing this on a PC, it might be possible to do it using Access Forms, due to the nature of the req'ts.
It basically needs to present the operator with a set of questions; the answers being selected from a drop down, or added via free text.
WTF O/S do these things run? - WTF (language) does one develop apps in for them?
SAP mobile. Runs on all PDAs/smartphones, and is perfeck for what you want.
As said above you can go for visual studio with compact framework in VB.net or C# or you could use an off the shelf form builder like http://www.syware.com/
A Google search for "ipaq developer" leads (unsurprisingly) to HP's iPaq developer site, where you will find "documentation, SDKs, forums, loaner programs, and support directly from the iPAQ engineers themselves." That's probably a good place to start.
