    eek is right - there is no legal definition of a PSC yet it's bandied about like it's a real thing because it suits the HMRC agenda.

    No he didn't - there is a legal entity between the contractor and the client and that legal entity has responsibilities

    Regardless the House of Commons raised some serious concerns.

    It seems to me that the Tories are doing everything in the power to ensure small business and enterprise cannot succeed.

    These are questions from the House of Lords, not Commons. The Lords have no authority on money bills. HMRC isnt answerable to the Lords. It can disregard such queries entirely.
