eek is right - there is no legal definition of a PSC yet it's bandied about like it's a real thing because it suits the HMRC agenda.

It would be useful if somebody could provide a summary of the letter for interrogation, the government are public servants but these reforms show they are clearly show acting in their own self interest.

These are questions from the House of Lords, not Commons. The Lords have no authority on money bills. HMRC isnt answerable to the Lords. It can disregard such queries entirely.
