It was my concern that the level of barbarity of Japanese soldiers in WW2 had been forgotten and the audacity of Mayor Toru Hashimoto original comment. His comment would be like the German PM saying the British internment camps were similar to the Bergen-Belsen concentration camp. Yes, they were both used for internment but there the similarity firmly ends.

Completely valid point. Well known fact that armies around the world have had to employ concubines, prostitutes etc to keep soldiers moral in check. Soldiers are horny testosterone fueled aggressive killers so you need to keep them in check. EO himself spent weeks in the barrel to keep moral high. I don't think Japanese backing was worth much at the end of the war, and I don't think the US were terribly susceptible to pressure. I doubt the 'cover up' was intentional.
