the commute would bother me, why spend more hours a day commuting than you have to?
Nothing nicer than looking at the clock & thinking I'll be home in 10 minutes! (mine is 30 minutes on a bike or WFH).
However I suspect the second are expecting you to fix all their problems, you may spend more time at work if you can't. Make sure you get the authority to do it.

Mind you the last permie job I had my job title changed randomly from Consultant to Senior Principle consultant depending on who they were trying to send me out to.

Your frame of reference on this will of course depend on where you live.
I've never had a gig more than 45min drive/30miles from home. Driven most, train on 1 occasion (25mins).
Should things dry up for me around here, I will HATE having to travel more.

40 mile commute is not something to factor a gig on in my opinion. An hour commute is squat in this day and age and is hardly a deal breaker. I haven't done less than 1hour 30 in years and it doesn't affect my life unduly.
I would personally look at other factors above this to see if there is a decision to be made there first like how it will look on the CV, how well known is the client, chance of extension, get hands on new technology and skills. If one offers that, the other doesn't then the commute is irrelevant.
