Sorry to join the thread late.
Unfortunately, there is already a glut of people further up the chain. I imagine it is very tough to move up and compete against people already doing these jobs unless you want to take a very low rate - but that just ruins it for everyone.
Also, I remember a thread on here showing the number ICT's and the jobs being done. The statistics were showing an increase in Bob's doing work further up the chain. It's only a matter of time before they do everything.

There should have been MASSIVE taxes on technology, jobs and ownership transfer to countries that are fundamentally compete unfairly - meaning places like China where they have no pension system, no proper HR laws, little or no taxes etc: there should have never been equal trade deal with such fundamentally unequal partners.

joined with China National Railway (CNR) to build China’s first high-speed rail line
between Beijing and Tianjin for an estimated contract value of almost $1 billion; this
project was successfully concluded in 2008. Shortly thereafter, Siemens announced that it
had won a contract to build a high-speed rail line between Beijing and Shanghai, but
China’s Ministry of Railways ultimately awarded the $5.7 billion contract to CNR, with
Siemens effectively demoted to a subcontractor role.54 While details of the technology
transfer process are not public, it appears that CNR did benefit from its joint venture
relationship with Siemens and has now become an important competitor in the industry.

Patents only valid in the country where they were issued.
I am pretty sure vast majority of patents owned by western countries were not granted in China, in which case Chinese companies can legally make whatever products listed in patents so long as they sell them internally or in other countries not covered by patents.
