Based on no evidence whatsoever, I'm going to say that murderers are less likely to re-offend than climate protestors. I imagine that most murderers murder people they know and as they are now dead, there's no temptation to try again.
Sadly we have to release some mass murderers to accommodate them in prison. This was the sort of crime tags were designed for plus make their rich daddy pay compensation.
