    The second person waiting is not wearing a mask.

    Two people are being tested, so mask wearing not required at that moment in time.

    One person, accompanying a minor being tested, is positioned such that it is not possible to determine whether they are wearing a mask or not.

    So, you're essentially getting het up over, what? One person? Who may have an underlying condition or who may have removed their mask prematurely in readiness for their test.
