Ok, how about I'll task you with preventing future pandemics in the UK (and improving nation's health in the process) and give you £10 per year to do so, however should you fail to do so (whilst being totally autonomous) then you'll be personally liable for your criminal incompetence.
And PHE is an Executive Agency sponsored by the DoH. That means they are autonomous. They were tasked annually by the SoS for Health to "improve the nation's health and promote equality". That's it. It's patently clear they've failed to do either.

HMG provides funds that determine what departments can do, not the other way around.
PHE obviously wasn't fit for purpose, but that's because HMG decided so.
Is there any bottom to which you'd fall with your idiotic arguments in order to defend Tory Scum?
OK, so perhaps you would listen to someone who spent several years running a major microbiology lab in a big hospital group and who was forced under PHE control when the old (and very effective HCA, plus all the regional labs and assorted other groups) was closed down. Because that's who I'm married to.

It's patently clear they've failed to do either. Even the idiot Hancock realised that, hence their dissolution.
The new group have a closer remit, to improve health outcomes and reduce diseases. With many of the same incompetents in charge, 'm not hopeful they will fare any better.
Get your facts right for once. Then perhaps we could have a rational argument.
Well let's start with HMG telling PHE what to do. PHE had a charter to fulfil and they failed dismally. All by themselves. And in the process they wrecked quite a lot of what used to be good about the NHS's critical support services such as microbiology, virology and the rest (the ones you never hear about - not all the NHS and doctors and nurses) with failures in procurement, staffing and policy across the board.
They still account for 17% of the unskilled workforce. A not insignificant figure considering that EU migrants account for less than 5.5% of the UK population.
