    Yep.

    The problem isn't the minions its the fact that:
    1. The few people they are contract tracing they are contacting 20-40 times so people are blocking them after the xth time.

    2. A lot of the data they are being given has important details missing so they can't contact people. For example if you have a carer you may only know their first name and the company they come from, but that is inadequate data for centralised test and trace as you need to give each individual persons phone number. However local councils can find out who people are because they things like council tax records and school rolls plus frequently work with the council areas next to them.
