No one in the right mind would go after huge corps that have huge legal depts ready to absolutely destroy whatever accusations you send their way and most likely humiliate you in the process. Much easier to bully tiny businesses, especially considering HMRC lack of understanding of their own rules.

String pulling requires power and power requires money (or other forms of bribery/blackmail as a pressure). You ain't gonna see that from small/medium business. So suck it up, either get large enough to wield the power or play to their rules and keep an eye out for the loopholes you can fit through.

The Tories have never been supporters of small businesses, they favour corporates and multinationals. Legislation and taxation suppresses small and encourages corporates to crush business. As an example, independent petrol stations are put under immense pressure either to stop trading or sell up to one of the major supermarkets or petroleum companies. It is amazing what concessions are given by both national and local government to major supermarkets or petroleum companies.
