He's slowing down the company's ability to expand, because the excess payments to staff can't then be used to invest in capital in the business. It also makes it more vulnerable to insolvency in a downturn.
Still, it's his money to burn I guess.

This is why progressive / social democrat types use progressive taxation rates to address variations in income and access to services.
