Not really, anything he does without Congress is subject to judicial review. While I don't claim to be an expert, my daughter does (she has a degree in politics), and she always snorts at the monika of "most powerful man in the world" because he is far from that.

POTUS can do quite a lot without Congress. Junker is a civil servant (rather like the Cabinet Secretary) and can do very little himself. But I understand your difficulty understanding that because
a) The same word is used to label two quite different positions
b) It fits in with the anti-Eu rhetoric to pretend the Junker actually has power and his drunken ramblings affect anything in reality.
But do carry on with your delusions.
So what you're saying is, it doesn't matter that he's usually pissed, because he doesn't actually have to do anything...

I'm not really OK with Trump being in charge but there is sod all I can do about it so I have to look at it positively.
Trump. President of the United States. Accountable to elected Congress. So not in charge. So who cares?
