And that's assuming that the 15,000 aren't replaced with other inside IR35 contractors, employees, or Crapita consultants, all of whom will pay tax.
The real issue with all this is nothing to do with tax and everything to do with the Public Sector losing expertise. It then easily costs more than it saves. As with most things in today's politics it's a symbolic political gesture that simply hasn't been thought through. But that's what the public likes these days.
