How dare the PM have some seats put into what will still be a working refuelling plane, paying a capital cost to reduce operating expenses, and not even having exclusive use of it.

The £10m capital cost is still a cost. How much do you think the refit will be worth in 12 years time once it starts to save money, given the non-exclusive use and the advance in tech by then?
