It's more that it'll be business as usual for some time, so if you're concerned about the risk you may as well get it (or some other insurance) now, especially considering how low the cost is. I think Labour has other plans, i.e. the FLC. I would not be surprised if the Tories now share their enthusiasm for this idea.
