Public Sector and jokes ? are you sure.
When I did worked in the Council there was a guy sacked on the spot and frog marched off the premises because a girl took offence to his rude manner.
He apparently showed a rude pic to her?

Unless the nature of this rapey joking is much more serious than the OP makes clear (i.e. if it's personal especially) then telling HR or whoever is akin to those utter cretins who get kids arrested for saying hurtful things on twitter.
