I seem to remember that the passport office has this problem every summer too...
A friend just got new passports for his kids, the standard service took about 7 days. They weren't British passports though....

So if your child was basically born around that time then they're now reaching 16 and so need to get their own passport. This was a change bought in by the Labour government to make money from passports (oh, I believe parts of it were also semi-privatised.) This might also explain why all his kids have Irish passportsIt has not been possible to add a child to an adult's passport since 6 October 1998. However, children who are already included in their parents' passports can continue to travel on these passports until they reach the age of 16 or the passport expires.
