    Not if you're already on a higher rate than him/her, of which he/she is probably aware of as your timesheet authoriser...

    The last contractor PM I worked for was a complete "see-you-en-tee."

    Where I am now, the manager of the unit I'm working in is a contractor. My project sponsor is a contractor. My project board of four people has three contractors with the fourth being the senior supplier! My three technical leads are permanent staff but their bosses are all contractors.

    A bit messed up... I get my timesheets signed on time, that's all I care about.
