Hate all those abbreviations used in Netmums etc OH, DO, DH, DS, etc etc. Why not just use good old "husband".
Back to the main point, if your husband had some balls he should have said no and the agent would be back accepting that it was a piss take on his part. They tend to do this to first time contractors.
As this is the OH's first contract, accept it at the £10 lower rate and look again in 6 months time. Unless OH can afford to be choosy. And btw - don't mess with Netmums...
She is implying we are not all warm and cuddly and supporting our gender against the world like netmums. Instead we are a bit sharp to give critic and ask questions on business type questions someone going contracting should or be able to research before they get in to it. This is a fair question though, agents do take a bit of getting used to.

agent have lowered initial rate! He said client has haggled a lower rate so they have to too. What to do? say no and turn down position? OH is still on the phone with him, its only a small amount difference, should we just accept?
Just to clarify, your OH is looking to get into IT contracting and you're doing the research and advising?
Don't believe a word that comes out of an agents mouth. He WILL lie about rates and cuts to suit him.
Sorry, but that is a frightfully incorrect thing to say.
If you had said: "Don't believe a word that comes out of an agents mouth. He or she WILL lie about rates and cuts to suit him or her" then I'd have agreed with you 100%.
