Procurement have declined budget
Procurement ceiling is exceeded above sign off level
Etc etc etc.
You have a choice. Apply, or don't apply. Respond, or don't respond. They've told you what they want - if you're interested then go for it - if not, walk away.
Simples.

Get in there and if you think you are good enough to command the higher rate. But yeah, make sure the client knows what you are getting paid so the agency doesn't go and take the piss.
