If you already have a good working relationship with someone in Ukraine, why aren't you asking them to do the work or to at least ask him/her to find someone there instead of going to an unknown market?

So do I. He's been working for me for 5 years. Getting expensive? Not really compared to the UK and having had 5 years of building a strong working relationship I would be loth to replace him with someone, who on a day rate, was cheaper.

Succesful software development is not about getting the lowest cost resources.

But as someone doing it, you already know that.

$9 per day? Mmmmmm, you wont be finding many developers ( Indian or otherwise ) working for that rate.

Have you ever developed a piece of software before?

    You can hire here:

    Freelancers - Upwork

You can give someone a small piece of work and see how they get on.

I know some one who will do it for $9 per day. My introduction fee is a flat rate of $450 per dev day.

    HTH.
