Erm, very low costs ARE the incentive, the only extra thing needed in these countries is political guarantee corrupt officials won’t raid the company (usually that is easy since in the poorest countries bribes are not very high either)

BG has a reputation for having well educated staff. BG has a long history in IT development going back to communist times due to the emphasis on teaching maths and science.

DHL for instance moved to Prague 15+ years ago, many others did as well, some of my ex employers built a huge service centre there 10 years ago and one in India & Mexico. why because they were cheap.

Things have got even worse in recent years, due to the strength of the British pound which is undermining competitiveness even further.And companies such as Anglo-Dutch food giant Unilever and car makers Nissan and Honda have already warned that they may be forced to go elsewhere unless the UK embraces the euro.

Anything to do with the fact that they have relatively cheap labour? (I don't mean you of course, I'm sure you are worth your daily rate and expenses).
There has to be an end to EU expansion into cheap labour markets, because they are running out of cheap labour markets. What's their Plan B?

As I say, Bulgarians have great IT skills, are very well educated and have perfect English. I PM'd a datawarehouse and global BI solution; I had 2 developers in the UK, the rest were in Bulgaria and Iceland. They delivered everything to quality and time. Have worked on similar projects since and I can't say the UK based techies were as good. Saying that though, the Brits are better than the Aussies !
