If the EU moves to permanent summertime, they will almost certainly miss their global warming targets by quite a lot.

The proposal (for ratification by the European Parliament) is actually to remove that rule, and thereby leaving it up to member states to decide for themselves whether or not to adopt a twice yearly clock change.
The reality is boring, eh?
