If the government continues on their current course, I would assume that contracting will only be possible with work permits being issued. You will almost certainly have to work as a temporary employee. It is unlikely that you will have the tax advantages you currently can gain via an EU umbrella, i.e. operating as a self-employed contractor. I'm assuming it will be like Switzerland was before the Swiss-EU trade deal.

Without any work-permits.. or maybe if the contract is inside ir35 a work permit will definitely be required, outside IR35 - maybe no work-permit required. Or maybe UK is going full blown North Korea - no one gets in. ( Except some back channel indian laborers. )
