Things like this for "new companies" are ridiculous.

If that rule came into force, some companies would exploit by phoenixing every 2 years. The government would then realise this, and add further complexities to stop it, which businesses would in turn try to find ways around. Just the same as when IR35 was introduced, and then the MSC rules.

They should make simple rules that apply to everyone, otherwise there'll be a constant game of cat & mouse, which doesn't benefit anybody.

Nope. It's likely to be dead or quietly shelved soon anyway. Can't see them keeping a tax that costs money to operate...
