It is astonishing how many peopl are still getting suckered into schemes. You would have thought all the posts in CUK from 2008 onwards would have put anyone off. Yet schemes seem to be growing ever popular.

Might or might not. Looking at the writing style it is comically second language English but is possible it could be real. The fact there will be little chance of actually getting any work with an IoM company due to agents not wanting to touch them has missed the OP completely and shows they are trying to run their business from a tax perspective rather than what works. And that's just one issue they are facing.
Comical sockie? Possibly. Daft tax question from migrating works to dodge the tax system, also possible.

If his company is not making enough money to have insurance, then hiring a new person is not going to help the cashflow problem.
He/you need to spend less.

Apart from the very obviously evasive nature of the setup........ public liability is the cheapest insurance. And not needed to employ someone.

Just because your husband has a company registered in a foreign jurisdiction does not exempt him from English and Welsh law on Employers Liability and Public Liability.
In other words if he can still be sued by an employee or taken to court by the relevant local council/Health and Safety Executive if he works in England and Wales regardless of where the business is registered.
