            I did a course in this many moons ago. You can sandwich PCB tracks on intermediate layers.
            Cooking doesn't get tougher than this.

              But why would you want to? On 2-sided PCB you could just about eliminate any cross-overs. Who go to 4 layers, let alone 16?

                Depends on the size and complexity of your circuit - these days 2-layers often isn't enough...

                  You can squeeze more components in. Obviously with all the extra component legs, you need a corresponding diversity of tracks.
                  Cooking doesn't get tougher than this.
