I'll explain.
In the NFL, the team playing Offense gets 4 chances to move the ball forward 10 yards. So 4th and 13 means that you are on your last chance and still need 13 yards to go, if you don't get the 13 then the opposition get to take over on that spot.
So normally on 4th down you either kick the ball as far into the opposite direction that you can (called a punt), or kick a field goal if you are close enough.
The only time that you ever go for it on 4th down is if you are behind, without much time left, and the only way to recover will be to score the 7 points that you get with a touchdown.
It is generally considered too risky to do any other time.
As the Patriots have just found out to their cost.
