Is anyone interested in quoting, to give me assistance with code/scripting to provide a member messaging service (to add to a website I built), please.

It would not be a members forum like this one where members submit messages on the actual website, but in short would be a facility where members login, write a message, choose from numerous selectable criteria (that the intended message recipients would meet), and their message is then emailed to the recipients (on the database) that meet with their chosen criteria.

I wish for someone to write me the fully functioning script/code, provide it to me for uploading, and to provide sufficient information and assistance to ensure I understand not only what has been written, but how to amend or add to it.

Translation: can somebody write a complex database-driven messaging service with a web front end allowing arbitrary selection of message targeting criteria, and then tell me everything I need to know to be the kind of person who can write a complex database-driven messaging service with a web front end allowing arbitrary selection of message targeting criteria.
