This here 74139 and the difference between the Motorola and Texas (Instruments) ones.
I've never used one. I haven't even done much electronics since I did my AO level (no, not a typo, AO level) umpteen years ago. I had to go online to see it what sort of chip it was going to be: a decoder/demultiplexer.
I would have thought the only differences between the Motorola and Texas Instruments 74193s would have been in their specifications; their processing (I/O) would have been the same. But had you been worried about operating frequencies or package type or pinouts, you wouldn't have said "74139" because that is the generic code for that chip type.
So I reckon the answer is:
"There's probably lots of differences between specific implementations of the 74139-type chip in the Motorola and TI product ranges but between generic 74139s the difference is price."
