If a PM set up a "Wiki / Sharepoint" site for your department, then sent the whole department an email saying 'take a look at this, proof of concept...', the only post was from the (nameless) office cynic and it went otherwise unused for 7 months would you say the concept was proved useless?
- Nobody uses it because the concept is worthless;
- Nobody uses it because the project is worthless;
- Nobody uses it because the people are worthless.
At previous clients I've found wikis invaluable (Y!'s internal wiki is a wonderful place to wander around), but only because people were clued up to them.
More importantly, rather than being bolted on as something that might be a useful addition to the project, they were at its heart: all project plans, related documents, gleanings of wisdom and so on were published on the wiki because there was nowhere else to keep them.
Furthermore they were integrated with Subversion and the bug-tracking system, so that for example an automatic changelog page was generated from commit comments, with appropriate links to related bug reports and to the specific version in the SVN repository.Comment
