Yes it do
It's a Latex acrylic/water based bonding agent. Put it down with a toothed spreader and wait til it goes tacky (goes brown) then just lay the tiles on top.

Got any links to places you bought your's from ? or was it just a local warehouse ?

Really needs 5, but I give it 7
Buy the pre-sealed and just give it one coat of Diamond to seal the joints.
Use a Short bristle roller, it takes minutes and is ready to walk on in a couple of hours.

Now then Diver. Do you lay yours tight with an expansion gap around the edge or do you lay it with slight gaps and squeegey (sp?) bitchumen into it? The last one I did, I took the latter route and it worked incredibly well...
