    But the petition isn't saying that - it is saying

    "The Government should change the IR35 rules to ensure that the employer’s National Insurance (NI) is paid by the client/employer and not by the contractor or the umbrella company."

    And it shows that whoever wrote the petition (I assume it was you) doesn't understand the finer details. Which is a shame as a more nuanced petition which highlighted the cause of the issue would have been very useful at the moment.

    Sadly unless you bin this one, one with better phrasing would be removed as a duplicate.

      It all comes back to the regulation in the industry - the government needs to step up and make sure that every umbrella company explains things properly so the contractor can then make the decision as to whether the rate is right for them.

        Fair to who? To HMRC their greedy little fingers it is very very fair. For you it is not fair and it is a big joke for HMRC.

          To HMRC the end client is trying to avoid paying employer NI by pretending that these people are not employees.

          that is the reason behind this change and the consequences are going to take a while to complete.

          and if you think IT has problems you should see other labour markets (oh boy there is fun there).
