    I'm not sure about that. There should be something in the agency / end client contract for fees when an end client takes on the contractor directly - that's how these things work.

          Yes but as I've continually pointed out to people here when you are dealing with responses to consultations if you get a fundamental part of how HMRC works wrong the rest of your response will be treated in the same way.

          Many years ago I used to read the Economist. Then they wrote about a topic I knew an awful lot about (far more than the people the economist had talked to did). I cancelled my subscription the same day.

              I appreciate that - I'm just wondering if they've factored in the paying off of agent handcuff fees in their net gain 9even if it will be a one off implementation cost.

                Last PS contract I had was weird as I had no handcuff clause so the agency wouldn't be paid anything.

                So I suspect there will be others like mine without them.

                  Interesting. Could be another barrier to roll out in the private sector if it's not as big a success in the PS as expected.

                    It's all a bit uncertain still but I think we are well positioned. We are already picking up contractors that have been direct. Will be interesting to see how many agencies just simply walk away because of the risk or hassle and waive any transfer fees they have. I think we will see disruption and churn, but quietly confident that our size and readiness will be appealing for both clients and contractors.

                    We've been pretty proactive and have our full range of products ready to go come April. Just going through the processes, systems and commercials this week. Unless there are any curveballs in the final legislation we will be ready to go public on Monday 6th Feb.

                      From your perspective Andy, will you devolve all judgement to the online test results or work with contractors to justify an outside position?
